SEO Software vs SEO Services: What to Buy First in 2026

Starter SEO tools cost $0 to $139 a month; agencies average $3,209. Take our 5-question test to see whether to buy software or services first.

Every month, people in the US search Google for "SEO services" about 74,000 times. "SEO software" gets about 3,200 searches. That's about 23 times less often.

So most business owners go shopping for someone to do SEO for them. That's often the right call. But it can also be the most expensive way to find out what's wrong with your website.

Here's the real choice. Entry-level software costs $0 to about $140 a month, and you do the work. A service costs about $1,350 to $3,200 a month on average, and someone does it for you.

This guide shows what each one gets you, what it really costs, and a 5-question test for what to buy first.

Quick answer

Buy software first if you have 3 to 5 hours a week and someone who can edit your website. Start free:

Google Search Console plus a free website audit, then a $24 to $49 plan when you need more.

Buy a service first if you're redesigning or moving your site, your traffic suddenly dropped, or you have budget but no time.

Most small businesses end up with both: software to watch the numbers, and paid help for the big jobs.

Key takeaways
  • SEO software shows you what's wrong. It doesn't fix anything. Someone still has to do the work.
  • Entry-level SEO tools cost $0 to $139 a month on monthly billing (vendor pricing pages, 23 October 2026).
  • In Ahrefs' survey of 439 SEO providers, agencies charged $3,209 a month on average and freelancers $1,348.
  • Google says: "If you run a small local business, you can probably do much of the work yourself." It also says to bring in an SEO early for a redesign.
  • Software first is the cheaper way to learn what your site needs. It also helps you judge any agency you hire later.

What You're Actually Buying

The names sound alike, but these are different products.

SEO software is a set of tools. It crawls your site, finds errors, shows what people search for, tracks your rankings and lists who links to you.

Think of it as a mechanic's diagnostic scanner. It tells you the problem. It doesn't change the oil.

SEO services are people. A freelancer or agency uses those same tools, decides what matters, and does the work: fixing technical issues, writing pages, earning links and reporting results.

Google's own page on hiring an SEO lists what a good one does.

It includes reviewing your site's content or structure, "technical advice on website development", "content development", "keyword research", "SEO training" and "optimizing for generative AI" (Google Search Central).

Look closely at that list. Software can help with most of these. But only a person can make the decisions and do the work.

The same Google page is also refreshingly honest about who may not need to hire anyone: "If you run a small local business, you can probably do much of the work yourself."

What Each Option Costs in 2026

We checked software prices on each vendor's pricing page on 23 October 2026. Prices are for monthly billing and 1 user, in US dollars.

Service prices come from a public survey by Ahrefs, which polled 439 SEO providers (published December 2023, last updated August 2024).

Treat those as survey averages, not quotes for your project. Ahrefs calculated the averages using the top of each price band, so real averages are probably a bit lower.

seotools.pro Lite$24 a monthBasic site audit, 20,000 keywords, 10 projects
seotools.pro Pro$49 a monthFull site audit, 30 projects, plus rank tracking and backlink analysis
Ahrefs Starter / Lite$29 / $129 a monthKeyword and competitor research / core toolset (site, keyword, audit and rank tools)
Semrush SEO$139 a monthAll-in-one suite, 500 tracked keywords

One-off project$2,501–$5,000 (most common)A defined job, like an audit or a set of pages

The gap is huge. One month of an average agency retainer would pay for more than 5 years of seotools.pro Pro at $49 a month.

Bar chart of monthly cost: free tools $0, seotools.pro Lite $24, seotools.pro Pro $49, Ahrefs Lite $129, Semrush SEO $139, average SEO freelancer retainer $1,348 and average SEO agency retainer $3,209.
Monthly cost of SEO software vs SEO services. Software: vendor pricing pages, monthly billing, 23 October 2026. Services: average retainers from Ahrefs' survey of 439 SEO providers (updated August 2024).

Survey averages hide a wide spread, too. In the same survey, the most common retainer was just $501 to $1,000 a month.

Where you live matters a lot: 76% of providers in India charged $1,000 a month or less, while 79.1% in the US and Canada charged at least $1,001.

The hidden cost of software: your time

Software looks cheap until you count your hours. Here's a simple example. Say you spend 4 hours a week on SEO and your time is worth $50 an hour. That's about 17 hours, or about $867, a month.

That's still less than the average freelancer retainer. But it's not $24. Do this math with your own numbers before you decide.

There's an upside you don't pay for, though. Every hour you spend teaches you how your site works. That knowledge stays with you, even if you hire someone later.

What the Search Data Tells You

We ran both terms through our free Keyword Research tool on 23 October 2026 (United States database).

  • "seo services": about 74,000 searches a month, difficulty 72 out of 100, about $10 a click for advertisers.
  • "seo software": about 3,200 searches a month, difficulty 67, about $4.49 a click.
  • "seo services near me": about 20,100 searches a month. Many buyers want someone local.
  • "seo services for small business": about 1,900 searches a month, at about $12.31 a click.
seotools.pro Keyword Research for seo services in the United States: 74,000 monthly searches, difficulty 72 (hard), CPC $10.00, local and commercial intent, with related keywords such as seo services near me at 20,100 searches a month.
"seo services" in seotools.pro Keyword Research (US, 23 October 2026). The related keywords show how many buyers search locally.

What does this mean for you? Advertisers pay about twice as much per click for "seo services" as for "seo software".

Each service client is worth a lot to an agency.

So expect a sales pitch when you search, and remember that most articles on this topic are written by agencies or tool makers.

We're one of them: seotools.pro sells both software and services. That's why we show our sources and math.

The 5-Question Test: What to Buy First

Answer these honestly. Each one points you one way.

QuestionIf yesIf no
1. Do you have 3 to 5 hours a week for SEO?SoftwareService
2. Can you or your team edit the website?SoftwareService, or a developer
3. Are you redesigning, moving domains, or did traffic suddenly drop?Service, nowSoftware is fine
4. Do you already know what's wrong with your site?Either, based on timeFree software first, to find out
5. Is your SEO budget under about $1,000 a month?Software, plus one-off helpA service is an option

Question 3 matters most. A redesign or domain move can lose traffic you spent years building.

Google says a great time to hire is "when you're considering a site redesign" or planning a new site, and adds: "the earlier, the better."

Question 4 is where most owners go wrong. If you don't know what's wrong, you can't judge what an agency proposes.

A free homepage audit takes seconds and gives you a score and a fix list to start from.

Buy SEO Software First If…

  • You run a small or local business with a simple website.
  • You have some time but a tight budget.
  • You want to learn what drives your traffic before you pay anyone.
  • You already have a developer or writer and need a list of what to fix.
  • You're testing SEO before you commit real money to it.

Start with the free stack: Google Search Console, Google Business Profile if you serve local customers, and free checks like our Website Audit and Keyword Research.

We compare 14 tools by budget in our guide to the best SEO tools for small businesses.

Pay when free tools stop being enough. With seotools.pro, Lite at $24 a month covers a basic site audit and keyword data. Pro at $49 adds the Rank Tracker and Backlink Analyzer.

Lite, Pro and Business each start with a 7-day free trial. We explain the signs it's time to pay in free vs paid SEO tools.

Buy SEO Services First If…

  • You're redesigning your site or moving to a new domain. Mistakes here are expensive to undo.
  • Your traffic dropped suddenly and you don't know why.
  • Nobody on your team can edit the site, and you'd pay a developer anyway.
  • You have budget but no time. An owner's hours are often better spent on sales.
  • You need things software can't do, like writing many pages or earning links from real publications.

You don't have to sign a monthly retainer. Many jobs fit a one-time project: an audit, a set of new pages, or fixing a migration.

Our SEO and GEO services are sold as one-time packages with the scope listed up front, and local businesses can look at our local SEO services.

Every project is quoted on a free call, so you only pay for what your site needs. Book a free consultation with Anatolii Ulitovskyi.

Software wins on
  • Cost: $0 to $139 a month for entry-level plans
  • Speed: you can start in minutes
  • Control: you see every number yourself
  • Learning: you understand your own site
Services win on
  • Your time: someone else does the work
  • Experience: they've fixed the same problem before
  • Big jobs: migrations, content at scale, link earning
  • Accountability: a person owns the result

The Hybrid Most Small Businesses End Up With

In practice, it's rarely one or the other. Many owners keep a tool for the weekly checks and pay for help on the hard parts.

Here's how one Shopify Community member described their route there, after a few bad experiences with hired help:

"I handle most of it myself — at least for the basic to mid-level stuff."

"I’ve had a few experiences in the past with so-called SEO ‘experts’ who promised the world, but ended up either giving super obvious advice, making things worse (especially on performance), or just slowly draining the budget with very little real value."

— NataliaCreates, Shopify Community, 14 September 2025

They prefer to do the work themselves "unless it's something really technical or time-consuming". The reason: "At least this way I know exactly what's being done and why."

That's the hybrid in one sentence. A simple split looks like this:

  • You, with software: weekly checks in Search Console, rank tracking, small fixes, reviews and posts on your Business Profile.
  • Paid help, as needed: technical fixes, a migration, a batch of new pages, link building.

Software also makes you a better buyer. When an agency sends a report, you can check the numbers yourself.

A 30-Day Plan to Decide

Not sure yet? Spend a month with free tools first. You'll know much more at the end of it.

  1. Week 1: Set up Google Search Console. Run a free website audit and save the fix list.
  2. Week 2: Find 10 keywords your customers use with Keyword Research. Check where you rank now.
  3. Week 3: Fix the top 3 issues from your audit, or ask your developer to.
  4. Week 4: Look back. Did you get the fixes done? Did you enjoy it? How many hours did it take?

If you got the work done and want to track more, buy software. If the list sat untouched, that's your answer too: buy help, and hand them your audit as a starting point.

If You Hire, Ask These Questions

Google suggests asking any SEO you're thinking of hiring:

  • "Can you show me examples of your previous work and share some success stories?"
  • "What kind of results do you expect to see, and in what timeframe?"
  • "How long have you been in business?"

And one clear red flag. Google says: "No one can guarantee a #1 ranking on Google." If someone promises first place, "find someone else."

We'd add 2 questions of our own. What exactly will you deliver each month? And who makes the changes on my site, you or me?

The Verdict

For most small businesses, buy software first. Start free, learn what your site needs, and pay $24 to $49 a month when you need more.

It's the cheapest way to find out what's wrong, and it makes you a smarter buyer later.

Buy a service first if you're redesigning or moving your site, if traffic dropped and you don't know why, or if you have budget but no time.

Choose a defined project over an open-ended retainer when you can.

Either way, the first step is the same: audit your website free and read the fix list. It will tell you which path you're on.

FAQ

Is it better to buy SEO software or hire an SEO agency?

It depends on your time and budget. If you have a few hours a week and can edit your site, software is cheaper.

If you're redesigning, recovering from a traffic drop, or have no time, an agency or freelancer is usually the better first buy.

How much do SEO services cost per month?

In Ahrefs' survey of 439 providers, agencies charged $3,209 a month on average and freelancers $1,348. The most common retainer was $501 to $1,000 a month, and prices vary a lot by country.

Can I do SEO myself with just tools?

Often, yes. Google says a small local business can probably do much of the work itself. Start with Search Console and free tools, and hire help for big jobs like a redesign.

Do SEO agencies use SEO software?

Yes. Most use the same tools you can buy. What you pay for is their time, judgment and experience, not access to the data.

Can an SEO service guarantee rankings?

No. Google says no one can guarantee a #1 ranking on Google. A good provider promises a clear scope of work and honest reporting, not a position.
